02 — Why this model
If Cybercab fleet operators are eventually enabled, Iowa City still needs someone on the ground. ICCF is that preparation — restrained, local, and explicit about what is not yet possible.

The work is vehicle readiness: cleaning, charging coordination, and maintenance staging. The point is a locally run fleet, not asking someone to own and operate a Cybercab themselves.

Founder-operated for Iowa City’s campus, downtown, and Coralville pattern — short hops, event peaks, and a college-town night economy — not a remote dashboard in another state.

ICCF is not a competing ride-hail app and does not claim a Tesla partnership. The plan is to supply professionally managed vehicles if and when Tesla enables third-party fleet operators. Those terms are not open.

Industrial and flex depot corridors along Hwy 1, I-80, and Hwy 6 are the planning geography. MidAmerican Energy is the general utility context. Public chargers are a bridge only. There is no local Tesla Service Center. No site control or permits are claimed.

Iowa City is a compact university market with published campus mobility programs. The figures below are cited as public context. They are not a total-addressable-market model, not a utilization thesis, and not a revenue projection.
Nite Ride was reported at roughly +90% year over year in that Fall 2025 window. That is a campus-safety ridership note — not an earnings input.

If a placement is later documented, investor funds would be intended to move through company counsel’s trust account and to be released only when closing conditions in those documents are met, including the ability to order the initial Cybercab fleet under Tesla program terms. If conditions fail, remaining funds would be returned as the documents provide.
Tesla’s Austin Cybercab / Robotaxi timing around September 2026 is industry context. It is not an Iowa launch date and not an ICCF operating date.
NHTSA review of Cybercab certification (AQ26002) may delay or prevent operations. It is material to timing and scale. It is not described here as a stop order, and it is not a local permit.
Tesla has published interest-collection channels. Third-party Cybercab fleet operator terms are not defined or open as of September 2026. ICCF is not Tesla-endorsed.
Any future operations would depend on Tesla program terms, federal safety outcomes, and applicable Iowa and local rules. ICCF claims no permits, no depot lease, and no authority to operate a robotaxi fleet today.
